Role Overview

We are seeking a high-caliber Senior Quantity Surveyor to spearhead the procurement and commercial management of major Design & Build JCT projects. As a pivotal member of the senior site management team, you will ensure the flawless financial and commercial delivery of high-value schemes.

This role offers exceptional visibility, reporting directly to Company Directors on a regular basis. Depending on your level of experience and the scale of the project, you will either operate independently as the sole commercial lead or head up a dedicated team of Quantity Surveyors.

Project Description

The initial project is a major apartment residential scheme spanning three blocks, delivering a mix of Shared Ownership and Affordable Rent units.

  • Construction Type: Reinforced Concrete (RC) frame with a brick façade and bolt-on balconies.
  • Timeline: Construction is slated to commence on-site in September of this year, with a forecasted completion in Q2 2028.

Key Skills & Qualifications

  • Contractual Expertise: Deep understanding of JCT Traditional and Design & Build (D&B) Contracts.
  • Technical Knowledge: Strong understanding of modern construction methodologies.
  • Commercial Acumen: Analytical approach to account management, data analysis, cost reporting, and package measurement across all disciplines (including BoQ preparation).
  • Communication & Authority: Confident dealing with clients, presenting in monthly progress meetings, and commanding respect from site teams, subcontractors, and clients alike.
  • Conflict Resolution: Comfortable navigating difficult or sensitive negotiations with subcontractors.
  • Leadership: Proven ability to lead, mentor, and develop junior commercial staff.
  • Integrity: High level of professional integrity and ethical judgment.

Key Responsibilities

Procurement & Subcontractor Management

  • Procure all packages and elements of works in accordance with Employer’s Requirements (ERs).
  • Review package allowances and mark up drawings alongside the PM/Senior Site Manager to eliminate scope gaps or duplications.
  • Conduct subcontractor pre-order meetings, negotiate agreement terms, and issue JCT contracts.
  • Set up and maintain subcontractor accounts within internal financial systems to ensure seamless payment processing.
  • Assess subcontractor applications, issue payment notices, manage valuations/variations, and negotiate final accounts.

Financial Reporting & Cash Flow

  • Compile and deliver comprehensive monthly cost reports in collaboration with the Commercial Manager.
  • Update and manage monthly cash flow forecasts.
  • Issue fortnightly prelim trackers and weekly waste trackers directly to Company Directors.
  • Price client variations and handle all contractual correspondence regarding delays or non-conformances.

Site Operations & Compliance

  • Attend subcontractor progress meetings and fortnightly package meetings to address commercial topics or project concerns.
  • Manage consultant appointments, payments, and tracking.
  • Oversee the collation and negotiation of subcontractor/subconsultant warranties.
  • Sign off on invoices, review daywork sheets, and cross-reference labor agency timesheets against site clock-in systems.
  • Track direct purchase items (e.g., bricks, blocks, doors) and update internal commercial progress reports.
  • Leverage financial mechanisms with subcontractors to assist with the smooth handover of O&M manuals and documentation.
